An outspoken taxpayer watchdog since the 1990s, Kelly has been on the frontlines of advocacy. He was the former Executive Director of National Taxpayers United of Illinois. In 1994, he ran for U.S. Congress against Rep. Bobby Rush and exposed the congressman’s failure to pay more than $50,000 in back taxes and child support. He is also a former statewide candidate for Illinois comptroller in 2010.

Kelly is a graduate of Loyola University of Chicago and the Rome Center in Italy and a native of Chicago’s rough-and-tumble Southside. He currently resides with his wife in the downtown Chicago neighborhood of Streeterville, which he has called home for ten years.
